Hunter Biden sought assistance from the U.S. government for a potentially lucrative energy project in Italy while his father was vice president, according to newly released records and interviews. The records, which the Biden administration had withheld for years, indicate that Hunter Biden wrote at least one letter to the U.S. ambassador to Italy in 2016 seeking assistance for the Ukrainian gas company Burisma, where he was a board member.Embassy officials appear to have been uneasy with the request from the son of the sitting vice president on behalf of a foreign company.“I want to be careful about promising too much,” wrote a Commerce Department official based in the U.S. Embassy in Rome who was tasked with responding.“This is a Ukrainian company and, purely to protect ourselves, U.S.G. should not be actively advocating with the government of Italy without the company going through the D.O.C. Advocacy Center,” the official wrote. Those acronyms refer to the United States government and a Department of Commerce program that supports American companies that seek business with foreign governments.

Under her plan, taxes would go up sharply on some high-income households, and top marginal tax rates would reach their highest point since 1986. The wealthiest investors and company founders would encounter sizable capital-gains tax bills that they don’t face under current law. Major pieces of the 2017 tax law expire at the end of next year absent congressional action, an outcome that lawmakers in both parties want to prevent. The expiration could give Harris leverage to demand support for some of her tax priorities. If the president and Congress do nothing, about 62% of households will see their taxes go up in 2026, according to the Tax Foundation. Under the Harris plan, that top slice of households (about 0.01%) would pay an annual minimum tax of 25% of their income—using a broader definition of income that includes unrealized gains. Under that plan, the top marginal income-tax rate for individuals would climb to 44.6% across almost all income types, compared with today’s lower top rates (23.8% on capital gains, 29.6% on some business income and over 39% on wages).

President Joe Biden has decided to issue a pardon for his son Hunter and is expected to announce it Sunday night, according to a senior White House official with direct knowledge of the decision. The decision marks a reversal for the president, who has repeatedly said he would not use his executive authority to pardon his son or commute his sentence. The pardon comes ahead of Hunter Biden’s Dec. 12 sentencing for his conviction on federal gun charges. Hunter Biden also is set to be sentenced in a separate criminal case on Dec. 16, after pleading guilty in September on federal tax evasion charges. The pardon is expected to cover both Hunter Biden’s gun charges conviction and guilty plea. The senior White House official said Biden decided over this weekend to grant his son a pardon and began to inform his senior aides on Sunday. Using his pardon power to assure Hunter Biden does not spend time in jail comes as the 82-year-old president is near the end of his term in the White House and has no future election to face. In recent months Biden has said he would not pardon his son or commute his sentence.“I will not pardon him,” the president said of his son in June after a jury found him guilty on three federal gun charges.President Biden has discussed issuing a pardon for his son with some of his closest aides since at least Hunter Biden’s conviction in June, two people with direct knowledge of the discussions about the matter said. They said a decision was made at the time for the president to publicly say he would not pardon his son even though doing so remained on the table.White House press secretary Karine Jean-Pierre told reporters earlier this month that the president’s position has not changed.
